DAVID BOSSERT first moved into the Santa Clarita Valley in 1980 to attend California Institute of the Arts. He graduated in 1983 with a B.F.A. in Animation from CalArts’ School of Film/Video. Mr. Bossert and his family have resided in the West Ranch community of Stevenson Ranch since 1992.

David has been a community volunteer, activist, and civic leader for more than a dozen years. He served on one of the first Town Councils with Dr. Richard Rioux and is currently President of the West Ranch Town Council.

Mr. Bossert has helped form the Stevenson Ranch Civic Association and the Stevenson Ranch Community Association’s Civic Committee for which he currently serves as Committee Chair. He has led a small group of volunteers for the last 9 years in the planning and execution of the annual Stevenson Ranch Fireworks Spectacular.

David’s other volunteering activities include being President of the CalArts Alumni Association; a member of the CalArts Board of Trustees; a member of the Santa Clarita Ballet Company Board of Directors, and a member of Los Angeles AQMD Advisory Council. His efforts have been recognized over the years by Los Angeles County, the City of Los Angeles, New York State, as well as a number of organizations and Institutions.

Vice President - Ron Mechsner

Ron Mechsner is the owner of RJM Technology, an Information Technology Management Consulting firm based in the West Ranch area.  He is a 19 year Information Technology veteran with over 14 years at the Executive Level.  Ron has worked or consulted with a number of major companies in Director, Vice President, Divisional Information Officer, and Chief Technology Officer roles.  Among the companies Ron has worked with - Mercedes-Benz North America, New England Mutual Insurance, The Economist Group, Cendant Corporation, Insignia Financial Group, Farmers Insurance Group, and AIG SunAmerica.  He is a speaker / presenter on technology issues, in particular eCommerce, Internet, and Disaster Recovery / Business Continuity, including being recognized as a 'Mover and Shaker' in 1997 for his efforts leveraging technology and the Real Estate Industry.

Ron's company is a member of the Santa Clarita Valley Chamber of Commerce and the Valley Industrial Association.  Ron has also been involved with the College of the Canyon's Advanced Technology Incubation Center serving on their Mentoring Committee assisting new startups leveraging this joint venture between Los Angeles County and the College of the Canyons.

Ron has been a member of the West Ranch Town Council since 2005.  He lives in Stevenson Ranch with his wife and daughter.  He has been a resident since 2000.

Treasurer - James Zimmerman

James Zimmerman is the treasurer of the West Ranch Town Council. He has been a Stevenson Ranch resident for the past 9 years. He lives with his wife Kristina and daughter Alicia and is a middle school teacher in the San Gabriel Valley. When he is not working, James enjoys spending time with his family and friends. He is also a fitness enthusiast as well as an active real estate investor. James joined the Town Council three years ago because he believes in the idea of citizens becoming active stewards for the betterment of their community.

Secretary - Brian Toqe

Brian has been a member of the West Ranch Town Council since 2005.  He was elected to be Secretary for the Council in July 2006.  Brian is a resident of Westridge, and serves as one of the Westridge liaisons for the Council.

Member at Large - Randal Winter

Randal G. Winter, wife Gail, and two sons, Scott and Steven have lived in Southern Oaks since 2000. Prior to 2000 they resided in Valencia.

Randy is the president of his construction company and has been in the business since 1980. He is a U.C.L.A graduate and teaches contactors and building inspectors how to pass their State and National exams.

Randy is a Viet Nam army veteran and received the Bronze Star for his service in Viet Nam.

He also serves on the Val Verde Advisory Committee and the Newhall Redevelopment Committee. When not working for his company or performing civic duties he can be found golfing or riding his Harley with Gail.

Member at Large - Chuck O'Connell

Chuck was appointed to his position on the West Ranch Town Council in December 2007, replacing Betty Griffin.  Chuck represented the Sunset Pointe community as the liaison to the West Ranch Town Council since 2006.  As liaison, and now as a Town Council member, Chuck has been instrumental in working with the Community, Los Angeles County, and other members of the West Ranch Town Council to address the Landscape Maintenance District challenges Sunset Pointe experiences.
