Minutes for the Meeting Dated: July 2, 2008  

  1. 6:32pm call to order
    Present: Dave Bossert, Brian Toqe, James Zimmerman, Chuck O’Connell, Randal Winter, Ron Mechsner, Don Fleming
    Absent:  None
     
    B.  Approval of May Minutes
         1. Approved 7-0
     
    C.  Treasurer’s Report and Banking Update
         1. Bank account balance – $1,380.74
     
    D.  Los Angeles County Updates:
          1. Parks & Recreation  - Doug Newell
                     i.      Summer Day Camp is going on now, which includes guest speakers and various field trips. Sheriff and Fire are planning to participate in activities.
                     ii.      Youth Co-ed Soccer is taking sign-ups now. More information will be handed out soon.
                     iii.      Question was asked about shade-cover but there is no update at this time.
                     iv.      Question was asked about the restrooms at Jake Kerijian park.
     
          2.  Sheriff’s Update – Brad Zarkowski, & Mark Round
                     i.      Patrols for the Fourth of July Fireworks show are preparing for a good show.
                     ii.      Five Highway Patrol will be patrolling and a “few” Sheriff officers will be providing securing as well.
     
          3.  CHP Update – Sgt Lund
                     i.      26 citations were issued on the first day of the new law. Text-messaging is still legal. Under prima facia, safe speed changes depending on the circumstances.
                     ii.      16 year-to-date for fatal collisions. Year-to-date last year only showed six.
                     iii.      Ride-alongs with the local news are focused on compliance through citations as well as education. Start Smart program is targeting newly-licensed drivers to instill responsibility. 2 hour course is held at the CHP office. Call 661-294-5540.
     
          4.  Los Angeles County Update – Rosalind Wayman
                     i.      Press conference was held to talk about fireworks, fire and safety.
                     ii.      Incorporation & annexation report has been received from the County. Advisory Committee is being formed. Advisory Vote is being held to determine what people want on a particular issue. There is no power in the vote, but it is a way to gauge how the community feels about an issue.
                     iii.      Timeframe that this vote is schedule for August 1st first draft of report. Middle of August will look at first draft. After that, the City can start its own study with their consultant. September 1st will be first comments and final report will be end of September. First presentation of the report will likely be in January 2009.
                     iv.      Advisory Vote will come after the series of meetings, but the final date has not been decided.
     
          5.  Stephanie English – Los Angeles County Fire Department
                     i.      No fires in Santa Clarita so far.
                     ii.      Fire in Sand Canyon was the first one this season of note.
                     iii.      21 medical calls in June.
                     iv.      Fire hydrant project is proposed by Cub Scouts – they would like to paint these to “upgrade” the look. Fire hydrants are under jurisdiction on the local water company and property owner. Suggestion is to contact the water company to see if they have any issues with that project.  
                     v.      Fire Department responded to a drowning this month, and as a result of their efforts the child survived for 36 hours but eventually died.
     
    E.  Newhall Land Update – Alex
          1.  Bankruptcy process has begun, but the Company is continuing to do business.
     
          2.  Fourth of July fireworks show will feature more than one firework every second for 25 minutes.
    Royal Oaks Community Church provides a lot of volunteers.  Stevenson Ranch Association also provides a lot of help.  Cameron Smyth will attend.  Supervisor Antonovich will try to be at the fireworks show by 8pm.
    Park opens at 5:30pm or 6pm. Fireworks are at 9:05pm precisely.
     
    F.  No guest speaker in August
     
    G. Elections
          1.  Proposed to be held on election day, but the date is not secured.
          2.  Application is up for discussion. It is anticipated that the application will be available after the August meeting. The application will likely be downloadable on the website.
          3.  Application fee is proposed to be the same. We will be voting on this next meeting.
          4.  Requirements are residency for at least one year, over 18 years old, American citizen.
          5.  Polling places will be posted.
          6.  Publicity will require contact with local HOA’s. Sunset Pointe will likely require a flyer to be walked around.
          7.  Seats that are open are Randy, James, Dave and Chuck. The others are up in 2010. We will talk at the August meeting who all is quiet.
     
    H.  Community Updates:
          1.  Westridge update:
                    i.      None at this time.
          2. Southern Oaks:
                    i.      Recently they were approved for the privatization of their community, but the developer is currently in bankruptcy, so they are not able to perform.
          3.  Sunset Point:
                    i.      Election for increasing landscaping and lighting district was held, and the outcome was a yes-vote to approve increase to $750/year. This also triggered $680K from the County which they are grateful for. 51% of residents responded and 64% of those residents voted yes. 
                    ii.      Thanks to Ed Sterling, Jim Lentz, and Rosalind and the County.
                    iii.      Management fee has been settled to be $0 instead of the 20% or 25% proposed. The caveat at this time is that there may be a project management fee if certain departments are going to be involved.
          4.  Stevenson Ranch Update
                    i.      None at this time.
     
    I.  Governmental Exploratory Committee Update
          1.  No update at this time.
     
    J.  Los Angeles County Regional Water District
          1.  No new information at this time.
     
    K.  New Business
          1.  Buck McKeon bill is meant to prevent mining at CEMEX.
                  i. Motion to vote to support the bill on behalf of the Town Council.
     
    L.  Public Comment
          1.  Donna Robeer – she was directed here because she is having a problem getting her mail. The post office will deliver if someone is parked in front of the mailboxes. Apparently post office will not deliver mail if someone is parked within 50 feet.
